✅ Why in News: opposition demanded amendment to the Motion of thanks for usage of Pegasus software and mismanagement of Covid-19.

 

▪️About President Address

 

✅ Article 86(1) of the Constitution provides that the President may address either House of Parliament. 

✅Article 87 provides for the special address by the President. The article provides that at the commencement of the first session after each general election to the House of the People and at the commencement of the first session of each year, the President shall address both Houses of Parliament assembled together and inform Parliament of the causes of its summons. 

✅No other business is transacted till the President has addressed both Houses of Parliament assembled together. 

✅If at the time of commencement of the first session of the year, Lok Sabha is not in existence and has been dissolved, and Rajya Sabha has to meet, Rajya Sabha can have its session without the President's Address. 

▪️Content of address: 

✅ The President's Address is the statement of policy of the Government and, as such, is drafted by the Government which is responsible for its contents.  

✅The Address contains a review of various activities and achievements of the Government during the previous year and sets out the policies, projects and programmes which Government of the day wishes to pursue with regard to the important national and international issues 

✅ The first session after each general election and the first session of every fiscal year is addressed by the president.  

✅ In this address, the president outlines the policies and programmes of the government in the preceding year and ensuing year. 

▪️About Motion of thanks: 

✅ The motion of thanks needs to be passed in the House else it is treated as defeat of the government. 

✅ Matters which are not specifically mentioned in the Address are brought into discussion through amendments to Motion of Thanks. 

✅ Notices of amendments to Motion of Thanks on the President‟s Address can be tabled after the President has delivered her/his Address. 

✅According to the Business rules of Rajyasabha, Amendments on the Motion of Thanks are to be moved in such form as may be considered appropriate by the Chairman.

▪️राष्ट्रपति के अभिभाषण के बारे में

 

संविधान के अनुच्छेद 86(1) में यह प्रावधान है कि राष्ट्रपति संसद के किसी भी सदन को संबोधित कर सकता है।

अनुच्छेद 87 राष्ट्रपति द्वारा विशेष अभिभाषण का प्रावधान करता है। इस अनुच्छेद में प्रावधान है कि लोक सभा के प्रत्येक आम चुनाव के बाद पहले सत्र के प्रारंभ में और प्रत्येक वर्ष के पहले सत्र के प्रारंभ में, राष्ट्रपति एक साथ समवेत संसद के दोनों सदनों को संबोधित करेंगे और संसद को इसके कारणों के बारे में सूचित करेंगे। इसके सम्मन।

कोई अन्य कार्य तब तक नहीं किया जाता जब तक राष्ट्रपति संसद के दोनों सदनों को एक साथ संबोधित नहीं कर लेते।

️धन्यवाद प्रस्ताव के बारे में:

धन्यवाद प्रस्ताव को सदन में पारित करने की आवश्यकता है अन्यथा इसे सरकार की हार माना जाता है।

जिन मामलों का अभिभाषण में विशेष रूप से उल्लेख नहीं किया गया है, उन्हें धन्यवाद प्रस्ताव में संशोधन के माध्यम से चर्चा में लाया जाता है।

राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव में संशोधन की सूचनाएं राष्ट्रपति द्वारा अपना अभिभाषण दिए जाने के बाद पटल पर रखी जा सकती हैं।

राज्यसभा के कार्य नियमों के अनुसार, धन्यवाद प्रस्ताव पर संशोधन ऐसे रूप में प्रस्तुत किए जाने हैं जो सभापति द्वारा उचित समझे जाएं।
