📌 थीम 2021 : “सिविल डिफेंस और हर घर में एक पहला मददगार।”

▪️ मुख्य उद्देश्य : नागरिकों की सुरक्षा में प्राणों का बलिदान देने वाले शहीदों को याद करते हुए तथा आंतरिक सुरक्षा व्यवस्था को मजबूत करने व प्राकृतिक आपदाओं से निपटने के उपायों पर जागरूकता बढ़ाने हेतु।

▪️ शुरुआत :

• इस दिन को वर्ष 1990 में अंतर्राष्ट्रीय नागरिक सुरक्षा संगठन (ICDO) द्वारा शामिल किया गया था।

• ICDO ध्वज : महत्व, सम्मान और प्रतिष्ठा का प्रतीक।

▪️ अंतर्राष्ट्रीय नागरिक सुरक्षा संगठन (ICDO) :

• ICDO की स्थापना पेरिस (फ़्रांस) 1931 में फ्रांसीसी जनरल जॉर्ज सेंट-पॉल द्वारा की गई थी।

• जून 1935 में फ्रांसीसी संसद द्वारा इसे मान्यता दी गई और 1972 में इसने एक अंतर सरकारी संगठन का दर्जा प्राप्त किया।

• अंतर्राष्ट्रीय नागरिक सुरक्षा संगठन (ICDO) वर्ष 1972 में स्थापित एक अंतरसरकारी संगठन है जिसका उद्देश्य संरचनाओं के राज्यों द्वारा विकास में योगदान करते हुए प्राकृतिक और मानव निर्मित आपदाओं से आबादी तथा संपत्ति की सुरक्षा करने में योगदान देना है।

• इन संरचनाओं को आम तौर पर नागरिक सुरक्षा के रूप में जाना जाता है और ये सभी आपातकालीन स्थितियों के प्रबंधन से संबंधित हैं।

• शीत युद्ध की समाप्ति के बाद से, नागरिक सुरक्षा को लेकर आपदाओं की नई अवधारणा को कई शब्दों द्वारा वर्णित किया गया जिनमें से प्रत्येक का अपना विशिष्ट अर्थ है जैसे कि संकट प्रबंधन, आपातकालीन प्रबंधन, आपातकालीन तैयारी, आकस्मिक योजना, नागरिक आकस्मिकता, नागरिक सहायता और नागरिक सुरक्षा।

• कुछ देशों में, नागरिक सुरक्षा को आमतौर पर रक्षा के एक प्रमुख भाग के रूप में देखा जाता है। उदाहरण के लिए, स्वीडिश भाषा का शब्द टोटल फ्रॉस्वर "कुल रक्षा" नागरिक सुरक्षा के सभी पहलुओं की सुरक्षा सहित राष्ट्रीय सुरक्षा की एक विस्तृत श्रृंखला हेतु प्रतिबद्धता को दर्शाता है।

 ▪️ Main Objective: To remember the martyrs who sacrificed their lives in the protection of the citizens and to strengthen awareness on measures to strengthen the internal security system and deal with natural disasters.

 • This day was incorporated in the year 1990 by International Civil Protection Organization (ICDO).

 • ICDO flag: a symbol of importance, honor and prestige.

 ▪️ International Civil Protection Organization (ICDO):

 • ICDO was founded in Paris (France) in 1931 by French General George Saint-Paul.

 • It was recognized by the French Parliament in June 1935 and in 1972 it achieved the status of an intergovernmental organization.

 • The International Civil Protection Organization (ICDO) is an intergovernmental organization established in the year 1972 with the aim of contributing to the development by the states of the structures while protecting the population and property from natural and man-made disasters.

 • These structures are commonly referred to as civil protection and are all related to the management of emergency situations.

 ▪️ History:

 Since the end of the Cold War, the new concept of disasters regarding civilian security has been described by many words, each of which has its own specific meaning such as crisis management, emergency management, emergency preparedness, contingency planning, civil contingency, civil  Aid and Civil Protection.

 • In some countries, civil defense is usually seen as a major part of defense.  For example, the Swedish language term Total Frosver "Total Defense" refers to a commitment to a wide range of national security, including the protection of all aspects of civil defense.
