 ड्राफ्ट ड्रोन नियम, 2021

 नागरिक उड्डयन मंत्रालय ने सार्वजनिक परामर्श के लिए ड्राफ्ट ड्रोन नियम, 2021 जारी किया है।  नियम मानव रहित विमान प्रणाली नियम, 2021 की जगह लेंगे।

 ड्राफ्ट ड्रोन नियम 2021 की मुख्य विशेषताएं

 प्रपत्रों की संख्या: 

नियमों में भारत में ड्रोन के निर्माण, आयात, परीक्षण, प्रमाणन और संचालन के लिए आवश्यक प्रपत्रों की संख्या को 25 से घटाकर छह करने का प्रस्ताव है।

 प्राधिकरण संख्या को समाप्त करना: 

मसौदा अद्वितीय प्राधिकरण संख्या, विशिष्ट प्रोटोटाइप पहचान संख्या और अनुरूपता के प्रमाण पत्र को समाप्त करना चाहता है जो पहले ड्रोन उड़ानों के अनुमोदन के लिए आवश्यक थे।

 डिजिटल स्काई प्लेटफॉर्म:

 डिजिटल स्काई, दिसंबर 2018 में सरकार द्वारा लॉन्च किया गया एक प्लेटफॉर्म, नए प्रस्तावित नियमों के तहत सभी स्वीकृतियों के लिए सिंगल-विंडो सिस्टम बन जाएगा।

 हवाई क्षेत्र का नक्शा: 

भारत के पूरे भूभाग को हरे, पीले और लाल क्षेत्रों में विभाजित करने वाला एक हवाई क्षेत्र का नक्शा नए नियमों की अधिसूचना के 30 दिनों के भीतर मंच पर प्रकाशित किया जाएगा, सरकार ने कहा।  ड्रोन उड़ान पथों की आसान साजिश के लिए नक्शा एक एप्लीकेशन प्रोग्रामिंग इंटरफेस (एपीआई) के माध्यम से मशीन-पठनीय भी होगा।

 हवाई अड्डे की परिधि: 

मसौदा नियमों ने हवाई अड्डे की परिधि को 45 किमी से घटाकर 12 किमी कर दिया।  नियमों में कहा गया है कि ग्रीन जोन में 400 फीट तक और एयरपोर्ट परिधि से 8 से 12 किमी के बीच के क्षेत्र में 200 फीट तक उड़ान भरने के लिए किसी भी उड़ान की अनुमति की आवश्यकता नहीं होगी।

 ड्रोन कॉरिडोर:

 सरकार नियमों को अधिसूचित करने के 60 दिनों के भीतर मानव रहित विमान प्रणाली यातायात प्रबंधन (UTM) के लिए एक नीतिगत ढांचा भी प्रकाशित करेगी।  इसमें ड्रोन द्वारा माल के सुरक्षित हस्तांतरण के लिए "ड्रोन कॉरिडोर" विकसित करने की रूपरेखा भी शामिल होगी।

 ड्रोन प्रमोशन काउंसिल: 

नियमों में ड्रोन प्रमोशन काउंसिल की स्थापना का भी प्रस्ताव है, जिसका उद्देश्य भारत में ड्रोन के लिए एक व्यापार-अनुकूल नियामक व्यवस्था को सुविधाजनक बनाना, ड्रोन प्रौद्योगिकियों के विकास के लिए इनक्यूबेटरों की स्थापना और ड्रोन और काउंटर का प्रदर्शन करने के लिए प्रतिस्पर्धी कार्यक्रम आयोजित करना है।  ड्रोन समाधान।

Draft Drone Rules, 2021

  The Ministry of Civil Aviation has released the Draft Drone Rules, 2021 for public consultation.  The rules will replace the Unmanned Aircraft Systems Rules, 2021.

  Highlights of the Draft Drone Rules 2021

  Number of forms: 

The rules propose to reduce the number of forms required to manufacture, import, test, certify and operate drones in India from 25 to six.

  Elimination of authorization numbers:

 The draft seeks to eliminate unique authorization numbers, unique prototype identification numbers and certificates of conformity that were previously required for approval of drone flights.

  Digital Sky Platform: 

Digital Sky, a platform launched by the government in December 2018, will become a single-window system for all approvals under the newly proposed rules.

  Airspace Map:

 An airspace map dividing the entire landmass of India into green, yellow and red zones will be published on the platform within 30 days of the notification of the new rules, the government said.  The map will also be machine-readable via an Application Programming Interface (API) for easy plotting of drone flight paths.

  Airport Perimeter:

 The draft rules reduced the airport perimeter from 45 km to 12 km.  The rules state that no flight permit will be required to fly up to 400 feet in a green zone and 200 feet in an area between 8 and 12 km from the airport periphery.

  Drone Corridor: 

The government will also publish a policy framework for Unmanned Aircraft System Traffic Management (UTM) within 60 days of notifying the rules.  It will also include a framework for developing a "drone corridor" for the safe transfer of goods by drones.

  Drone Promotion Council:

 The rules also propose the establishment of a Drone Promotion Council, with the aim of facilitating a business-friendly regulatory regime for drones in India, setting up of incubators for the development of drone technologies, and to showcase drones and counters.  To organize competitive events.  Drone Solutions.

  Others: To implement safety features like "no permission, no take-off", real-time tracking and geofencing, drone manufacturers, importers and operators will get six months to comply with the rules from the date of notification.
