 ♻️ Production Linked Incentive (PLI) Scheme for Textiles

✅ The government has approved the PLI Scheme for Textiles for MMF Apparel, MMF Fabrics and 10 segments/products of Technical Textiles with a budgetary outlay of Rs. 10,683 crore.

✅ PLI for Textiles along with RoSCTL, RoDTEP and other measures of the Government in sector e.g. providing raw material at competitive prices, skill development, etc. will herald a new age in textiles manufacturing, according to the PIB statement.

 About the PLI Scheme for Textile Sector:

✅ PLI scheme for Textiles is part of the overall announcement of PLI Schemes for 13 sectors made earlier during the Union Budget 2021-22.

♻️ Benefits:

✅ The PLI scheme for Textiles will promote the production of high value MMF Fabric, Garments and Technical Textiles in India.

✅ The incentive structure has been so formulated that the industry will be encouraged to invest in fresh capacities in these segments.

✅ This will give a major push to the growing high value MMF segment which will complement the efforts of cotton and other natural fibre-based textiles industry in generating new opportunities for employment and trade.

✅ It is estimated that over the period of five years, the Scheme will lead to fresh investments of more than Rs.19,000 crore, a cumulative turnover of over Rs.3 lakh crore will be achieved under this scheme and, this will create additional employment opportunities of more than 7.5 lakh jobs in this sector and several lakhs more for supporting activities.

♻️ Features of the scheme:

✅ There are two types of investment possible with different sets of incentive structure.

✅ Any person or company willing to invest minimum ₹300 Crore in Plant, Machinery, Equipment and Civil Works (excluding land and administrative building cost) to produce products of notified lines (MMF Fabrics, Garment) and products of Technical Textiles, shall be eligible to apply for participation in the first part of the scheme.

✅ In the second part any person or company willing to invest minimum ₹100 Crore shall be eligible to apply for participation in this 2nd part of the scheme.

✅ Priority will be given for investment in Aspirational Districts, Tier 3, Tier 4 towns, and rural areas and due to this priority, the industry is expected to be incentivized to move to backward areas.

♻️ Technical Textiles:

✅ The Technical Textiles segment is a new age textile, whose application in several sectors of economy, including infrastructure, water, health and hygiene, defense, security, automobiles, aviation, etc. will improve the efficiencies in those sectors of economy.

✅ The government has approved the creation of the National Technical Textiles Mission (NTTM) for four years (FY 2020-21 to 2023-24).

️कपड़ा के लिए उत्पादन लिंक्ड प्रोत्साहन (पीएलआई) योजना

 सरकार ने एमएमएफ परिधान, एमएमएफ फैब्रिक और तकनीकी वस्त्रों के 10 खंडों/उत्पादों के लिए वस्त्रों के लिए पीएलआई योजना को रुपये के बजटीय परिव्यय के साथ अनुमोदित किया है।  10,683 करोड़।

 कपड़ा के लिए पीएलआई के साथ-साथ RoSCTL, RoDTEP और क्षेत्र में सरकार के अन्य उपाय उदा।  पीआईबी के बयान के अनुसार प्रतिस्पर्धी कीमतों पर कच्चा माल उपलब्ध कराने, कौशल विकास आदि से कपड़ा निर्माण में एक नए युग की शुरुआत होगी।

 ️ कपड़ा क्षेत्र के लिए पीएलआई योजना के बारे में:

 कपड़ा के लिए पीएलआई योजना केंद्रीय बजट 2021-22 के दौरान पहले किए गए 13 क्षेत्रों के लिए पीएलआई योजनाओं की समग्र घोषणा का हिस्सा है।

 ️ लाभ:

 वस्त्रों के लिए पीएलआई योजना भारत में उच्च मूल्य वाले एमएमएफ फैब्रिक, गारमेंट्स और तकनीकी वस्त्रों के उत्पादन को बढ़ावा देगी।

 प्रोत्साहन संरचना इस प्रकार तैयार की गई है कि उद्योग को इन क्षेत्रों में नई क्षमताओं में निवेश करने के लिए प्रोत्साहित किया जाएगा।

 यह बढ़ते उच्च मूल्य वाले एमएमएफ खंड को एक बड़ा धक्का देगा जो रोजगार और व्यापार के नए अवसर पैदा करने में कपास और अन्य प्राकृतिक फाइबर आधारित कपड़ा उद्योग के प्रयासों का पूरक होगा।

 यह अनुमान है कि पांच वर्षों की अवधि में, इस योजना से 19,000 करोड़ रुपये से अधिक का नया निवेश होगा, इस योजना के तहत 3 लाख करोड़ रुपये से अधिक का संचयी कारोबार हासिल किया जाएगा और इससे अतिरिक्त रोजगार पैदा होगा।  इस क्षेत्र में 7.5 लाख से अधिक नौकरियों के अवसर और सहायक गतिविधियों के लिए कई लाख से अधिक।

 ️ योजना की विशेषताएं:

 प्रोत्साहन संरचना के विभिन्न सेटों के साथ दो प्रकार के निवेश संभव हैं।

 कोई भी व्यक्ति या कंपनी, जो अधिसूचित लाइनों (एमएमएफ फैब्रिक्स, गारमेंट) के उत्पादों और तकनीकी वस्त्रों के उत्पादों के उत्पादन के लिए संयंत्र, मशीनरी, उपकरण और सिविल वर्क्स (भूमि और प्रशासनिक भवन लागत को छोड़कर) में न्यूनतम ₹300 करोड़ का निवेश करने के इच्छुक हैं, पात्र होंगे।  योजना के पहले भाग में भाग लेने के लिए आवेदन करने के लिए।

 दूसरे भाग में कोई भी व्यक्ति या कंपनी जो न्यूनतम ₹100 करोड़ का निवेश करना चाहता है, योजना के इस दूसरे भाग में भाग लेने के लिए आवेदन करने के लिए पात्र होगा।

 आकांक्षी जिलों, टियर 3, टियर 4 कस्बों और ग्रामीण क्षेत्रों में निवेश को प्राथमिकता दी जाएगी और इस प्राथमिकता के कारण, उद्योग को पिछड़े क्षेत्रों में जाने के लिए प्रोत्साहित किए जाने की उम्मीद है.

 ♻️ तकनीकी वस्त्र:

 तकनीकी वस्त्र खंड एक नए युग का कपड़ा है, जिसका बुनियादी ढांचे, पानी, स्वास्थ्य और स्वच्छता, रक्षा, सुरक्षा, ऑटोमोबाइल, विमानन आदि सहित अर्थव्यवस्था के कई क्षेत्रों में आवेदन अर्थव्यवस्था के उन क्षेत्रों में दक्षता में सुधार करेगा।

 सरकार ने चार साल (वित्त वर्ष 2020-21 से 2023-24) के लिए राष्ट्रीय तकनीकी कपड़ा मिशन (NTTM) के निर्माण को मंजूरी दी है।
