Candidates To Ensure Their Eligibility For The Examination:
i. All candidates (male/female/transgender) are requested to carefully read the Rules of Civil Services Examination notified by the Government (Department of Personnel and Training) and this Notice of Examination derived from these Rules. The Candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to examination.
ii. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of e-Admit Card to the candidate will not imply that his/her candidature has been finally cleared by the Commission. The Commission takes up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.

2. The number of vacancies to be filled through the examination is expected to be approximately 712 which include 22 vacancies reserved for Persons with Benchmark Disability Category, i.e. 5 vacancies for candidates of
(a) blindness and low vision; 6 Vacancies for
(b) deaf and hard of hearing; 6 Vacancies for
(c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy; and 5 Vacancies for
(e) multiple disabilities from amongst persons under clauses (a) to (c) including deaf-blindness. The final number of vacancies may undergo change after getting firm number of vacancies from Cadre Controlling Authorities. Reservation will be made for candidates belonging to Scheduled Castes. Scheduled Tribes, Other Backward Classes, the Economically Weaker Sections and Persons with Benchmark Disability in respect of vacancies as may be fixed by the Government
3. Minimum Educational Qualification:
A candidate must hold a degree of any of the Universities incorporated by an Act of the central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956 or possess an equivalent qualification
4. Medical and Physical Standards: Candidates must be physically fit according to physical standards for admission to Civil Services Examination, 2021 as per guidelines given of Rules for Examination published in the Gazette of India Extraordinary dated 4th March, 2021.

ii। निर्धारित पात्रता शर्तों को पूरा करने के लिए परीक्षा के सभी चरणों में उनका प्रवेश विशुद्ध रूप से अनंतिम विषय होगा। अभ्यर्थी को ई-एडमिट कार्ड जारी करने का यह अर्थ नहीं होगा कि आयोग द्वारा उसकी उम्मीदवारी को अंतिम रूप से मंजूरी दे दी गई है। उम्मीदवार द्वारा साक्षात्कार / व्यक्तित्व परीक्षण के लिए योग्य होने के बाद ही आयोग मूल दस्तावेजों के संदर्भ में पात्रता शर्तों का सत्यापन करता है।
1. परीक्षा का नाम: सिविल सेवा परीक्षा, 2021
2. परीक्षा के माध्यम से भरे जाने वाले रिक्तियों की संख्या लगभग 712 होने की उम्मीद है जिसमें बेंचमार्क विकलांगता श्रेणी वाले व्यक्तियों के लिए आरक्षित 22 रिक्तियां शामिल हैं, अर्थात उम्मीदवारों के लिए 5 रिक्तियां
(ए) अंधापन और कम दृष्टि; 6 रिक्तियों के लिए
(बी) बहरा और सुनने में कठिन; 6 रिक्तियों के लिए
(c) सेरेब्रल पाल्सी, कुष्ठ रोग, बौनापन, एसिड अटैक पीड़ितों और पेशी अपविकास सहित लोकोमोटर विकलांगता; और 5 रिक्तियों के लिए
(ई) बहरे-अंधापन सहित क्लॉस (ए) से (सी) के तहत व्यक्तियों के बीच कई विकलांग। कैडर नियंत्रक अधिकारियों से रिक्त पदों की संख्या को प्राप्त करने के बाद रिक्तियों की अंतिम संख्या बदल सकती है। अनुसूचित जाति के उम्मीदवारों के लिए आरक्षण किया जाएगा। अनुसूचित जनजाति, अन्य पिछड़ा वर्ग, आर्थिक रूप से कमजोर वर्ग और बेंचमार्क विकलांगता वाले व्यक्ति जो सरकार द्वारा निर्धारित किए जा सकते हैं।
3. न्यूनतम शैक्षणिक योग्यता:
एक उम्मीदवार को भारत में केंद्रीय या राज्य विधानमंडल के एक अधिनियम या संसद के अधिनियम द्वारा स्थापित अन्य शैक्षणिक संस्थानों द्वारा शामिल विश्वविद्यालयों में से किसी एक की डिग्री होनी चाहिए या विश्वविद्यालय अनुदान आयोग अधिनियम की धारा 3 के तहत विश्वविद्यालय के रूप में समझा जाना चाहिए। , 1956 या इसके समकक्ष योग्यता है
4. चिकित्सा और शारीरिक मानक: सिविल सेवा परीक्षा, 2021 में प्रवेश के लिए शारीरिक मानकों के अनुसार अभ्यर्थी शारीरिक रूप से फिट होना चाहिए।

General Instructions:
(i) Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a scribe to write the answers for them. The Persons with Benchmark Disabilities in the categories of blindness, locomotor disability (both arm affected – BA) and cerebral palsy will be provided the facility of scribe, if desired by the person.
i. In case of other category of Persons with Benchmark Disabilities as defined under section 2 (r) of the RPWD Act, 2016, the facility of scribe will be allowed to such candidates on production of a certificate to the effect that the person concerned has physical limitation to write, and scribe is essential to write examination on behalf, from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution
(ii) The candidates have discretion of opting for their own scribe or request the Commission for the same. The details of scribe i.e. whether own or the Commission’s and the details of scribe in case candidates are bringing their own scribe, will be sought at the time of filling up the application form online as per proforma
(iii) The qualification of the Commission’s scribe as well as own scribe will not be more than the minimum qualification criteria of the examination. However, the qualification of the scribe should always be matriculate or above.
(iv) The Persons with Benchmark Disabilities in the category of blindness, locomotor disability (both arms affected-BA) and cerebral palsy will be allowed Compensatory Time of twenty minutes per hour of the examination. In case of other categories of Persons with Benchmark Disabilities, this facility will be provided on production of a certificate to the effect that the person concerned has physical limitation to write from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution
सामान्य निर्देश:

मैं। आरपीडब्ल्यूडी अधिनियम, 2016 की धारा 2 (आर) के तहत निर्धारित बेंचमार्क विकलांगता वाले व्यक्तियों की अन्य श्रेणी के मामले में, ऐसे अभ्यर्थियों को प्रमाण-पत्र के उत्पादन पर स्क्राइब की सुविधा इस आशय की अनुमति होगी कि संबंधित व्यक्ति का शारीरिक शोषण हो। सरकारी स्वास्थ्य देखभाल संस्थान के मुख्य चिकित्सा अधिकारी / सिविल सर्जन / चिकित्सा अधीक्षक की ओर से परीक्षा लिखने और लिखने के लिए आवश्यक है
(ii) उम्मीदवारों के पास अपने स्वयं के लेख के लिए चयन करने का विवेक है या उसी के लिए आयोग से अनुरोध करना चाहिए। मुंशी का विवरण यानि कि स्वयं या आयोग का और उम्मीदवारों के मामले में मुंशी का विवरण अपने स्वयं के मुंशी ला रहे हैं, प्रोफार्मा के अनुसार आवेदन पत्र ऑनलाइन भरने के समय मांगा जाएगा।
(iii) आयोग के मुंशी की योग्यता के साथ-साथ स्वयं का मुंशी भी परीक्षा के न्यूनतम योग्यता मानदंड से अधिक नहीं होगा। हालांकि, मुंशी की योग्यता हमेशा मैट्रिकुलेट या उससे ऊपर होनी चाहिए।
(iv) नेत्रहीनता, लोकोमोटर विकलांगता (दोनों हथियार प्रभावित-बीए) और सेरेब्रल पाल्सी की श्रेणी में बेंचमार्क डिसएबिलिटी वाले व्यक्तियों को परीक्षा के प्रति घंटे बीस मिनट के प्रतिपूरक समय की अनुमति दी जाएगी। बेंचमार्क विकलांग व्यक्तियों की अन्य श्रेणियों के मामले में, यह सुविधा इस बात के लिए एक प्रमाण पत्र के उत्पादन पर प्रदान की जाएगी कि संबंधित व्यक्ति को मुख्य चिकित्सा अधिकारी / सिविल सर्जन / चिकित्सा अधीक्षक से एक सरकारी चिकित्सा देखभाल संस्थान में लिखने के लिए शारीरिक सीमा है।
Selection Procedure :

1. Plan of Examination: The Civil Services Examination comprises two successive stages:
(i) Civil Services (Preliminary) Examination (Objective Type) for the selection of candidates for Civil Services (Main) Examination; and
(ii) Civil Services (Main) Examination (Written and Interview/Personality Test) for the selection of candidates for the various Services and posts
2. The Civil Services (Preliminary) Examination will consist of two papers of Objective type (multiple choice questions) and carry a maximum of 400 marks in the subjects set out in sub-section (A) of Section II. This examination is meant to serve as a screening test only; the marks obtained in the Civil Services (Preliminary) Examination by the candidates who are declared qualified for admission to the Civil Services (Main) Examination will not be counted for determining their final order of merit.
3. The number of candidates to be admitted to the Civil Services (Main) Examination will be about twelve to thirteen times the total approximate number of vacancies to be filled in the year through this Examination. Only those candidates who are declared by the Commission to have qualified in the Civil Services (Preliminary) Examination in the year will be eligible for admission to the Civil Services (Main) Examination of that year provided they are otherwise eligible for admission to the Civil Services (Main) Examination
4. Note I : The Commission will draw a list of candidates to be qualified for Civil Services (Main) Examination based on the criterion of minimum qualifying marks of 33% in General Studies Paper-II of Civil Services (Preliminary) Examination and total qualifying marks of General Studies Paper-I of Civil Services (Preliminary) Examination as may be determined by the Commission.
Note II : There will be negative marking for incorrect answers as detailed below :
(i) There are four alternatives for the answers to every question. For each question for which a wrong answer has been given by the candidate, one-third (0.33) of the marks assigned to that question will be deducted as penalty.
(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happen to be correct and there will be same penalty as above for that question.
(iii) If a question is left blank i.e. no answer is given by the candidate, there will be no penalty for that question.
5. The Civil Services (Main) Examination will consist of a Written Examination and an Interview/Personality Test. The Written Examination will consist of 9 papers of conventional essay type in the subjects set out in sub-section (B) of Section-II out of which two papers will be of qualifying in nature. [Also see Note (ii) under Para-I of Section II-(B)]. Marks obtained for all the compulsory papers (Paper-I to Paper-VII) and Marks obtained in Interview/Personality Test will be counted for ranking.
6. Candidates who obtain such minimum qualifying marks in the written part of the Civil Services (Main) Examination as may be fixed by the Commission at their discretion, shall be summoned by them for an Interview/Personality Test, vide sub-section (C) of Section-II. The number of candidates to be summoned for Interview/Personality Test will be about twice of the number of vacancies to be filled. The Interview/Personality Test will carry 275 marks (with no minimum qualifying marks).
7. Marks thus obtained by the candidates in the Civil Services (Main) Examination (Written part as well as Interview/Personality Test) would determine their final ranking. Candidates will be allotted to the various Services keeping in view their ranks in the examination and the preferences expressed by them for the various Services and posts
SECTION II: Scheme and Subjects for the Preliminary and Main Examination
8. Preliminary Examination: The Examination shall comprise of two compulsory Papers of 200 marks each
9. Main Examination: The Written Examination will consist of the following papers:—Qualifying Papers: Paper‐A (One of the Indian Language to be selected by the candidate from the Languages included in the Eighth Schedule to the Constitution). 300 Marks Paper‐B English 300 Marks Papers to be counted for merit : Paper‐I Essay 250 Marks

12. Interview/Personality Test The candidate will be interviewed by a Board who will have before them a record of the candidate’s career. The candidate will be asked questions on matters of general interest. The object of the Interview/Personality Test is to assess the personal suitability of the candidate for a career in public service by a Board of competent and unbiased observers.
13. The Interview/Personality Test is intended to judge the mental calibre of a candidate. In broad terms this is really an assessment of not only intellectual qualities but also social traits and interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgement, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.

4. नोट I: आयोग सिविल सेवा (मुख्य) परीक्षा के लिए अर्हता प्राप्त करने वाले उम्मीदवारों की एक सूची तैयार करेगा, जो सिविल सेवा (प्रारंभिक) परीक्षा के सामान्य अध्ययन प्रश्नपत्र- II में 33% की न्यूनतम अर्हकारी अंकों की कसौटी पर आधारित है और कुल योग्यता आयोग द्वारा निर्धारित किए जा सकने वाले सिविल सेवा (प्रारंभिक) परीक्षा के सामान्य अध्ययन प्रश्नपत्र- I के अंक।
नोट II: नीचे दिए गए गलत उत्तरों के लिए नकारात्मक अंकन होगा:
(i) हर प्रश्न के उत्तर के लिए चार विकल्प हैं। प्रत्येक प्रश्न के लिए जिसके लिए उम्मीदवार द्वारा गलत उत्तर दिया गया है, उस प्रश्न को दिए गए अंकों में से एक तिहाई (0.33) दंड के रूप में काट लिया जाएगा।
(ii) यदि कोई अभ्यर्थी एक से अधिक उत्तर देता है, तो उसे गलत उत्तर माना जाएगा, भले ही दिए गए उत्तरों में से कोई एक सही हो और उस प्रश्न के लिए उपरोक्त दंड के समान ही होगा।
(iii) यदि कोई प्रश्न खाली छोड़ा जाता है यानी उम्मीदवार द्वारा कोई उत्तर नहीं दिया जाता है, तो उस प्रश्न के लिए कोई दंड नहीं होगा।
5. सिविल सेवा (मुख्य) परीक्षा में एक लिखित परीक्षा और एक साक्षात्कार / व्यक्तित्व परीक्षण शामिल होगा। लिखित परीक्षा में सेक्शन-द्वितीय के उप-खंड (बी) में निर्धारित विषयों में पारंपरिक निबंध प्रकार के 9 पेपर शामिल होंगे, जिसमें से दो पेपर प्रकृति में उत्तीर्ण होंगे। [धारा II- (बी) के पैरा- I के तहत नोट (ii) भी देखें]। सभी अनिवार्य पेपर (पेपर- I से पेपर- VII) के लिए प्राप्त अंक और साक्षात्कार / व्यक्तित्व परीक्षण में प्राप्त अंकों को रैंकिंग के लिए गिना जाएगा।
6. वे उम्मीदवार जो सिविल सेवा (मुख्य) परीक्षा के लिखित भाग में ऐसे न्यूनतम अर्हक अंक प्राप्त करते हैं, जो आयोग द्वारा अपने विवेक से तय किए जा सकते हैं, उनके द्वारा साक्षात्कार / व्यक्तित्व परीक्षण के लिए, उप-धारा (सी) ) की धारा- II साक्षात्कार / व्यक्तित्व परीक्षण के लिए बुलाए जाने वाले उम्मीदवारों की संख्या रिक्त पदों की संख्या से लगभग दोगुनी होगी। साक्षात्कार / व्यक्तित्व परीक्षण 275 अंक (न्यूनतम योग्यता अंक नहीं) के साथ होगा।
7. सिविल सेवा (मुख्य) परीक्षा (लिखित भाग के साथ-साथ साक्षात्कार / व्यक्तित्व परीक्षण) में उम्मीदवारों द्वारा प्राप्त अंक उनकी अंतिम रैंकिंग निर्धारित करेंगे। उम्मीदवारों को परीक्षा में उनकी रैंक और विभिन्न सेवाओं और पदों के लिए उनके द्वारा व्यक्त की गई वरीयताओं को ध्यान में रखते हुए विभिन्न सेवाओं को आवंटित किया जाएगा।

12. साक्षात्कार / व्यक्तित्व परीक्षण उम्मीदवार का साक्षात्कार एक बोर्ड द्वारा किया जाएगा जो उनके पास उम्मीदवार के कैरियर का रिकॉर्ड होगा। उम्मीदवार से सामान्य हित के मामलों पर प्रश्न पूछे जाएंगे। साक्षात्कार / व्यक्तित्व परीक्षण का उद्देश्य सक्षम और निष्पक्ष पर्यवेक्षकों के बोर्ड द्वारा सार्वजनिक सेवा में कैरियर के लिए उम्मीदवार की व्यक्तिगत उपयुक्तता का आकलन करना है।

2. Candidate should have details of one Photo ID Card viz. Aadhaar Card/Voter Card/PAN Card/Passport/Driving Licence/Any other Photo ID Card issued by the State/Central Government. The details of this Photo ID Card will have to be provided by the candidate while filling up the online application form.
3. The candidates will have to upload a scanned copy of the Photo ID whose details have been provided in the online application by him/her. This Photo ID Card will be used for all future referencing and the candidate is advised to carry this Photo ID Card while appearing for Examination/Personality Test.
4. The facility of withdrawal of Application is available for those candidates who do not want to appear for Civil Services (Preliminary) Examination. In this regard, Instructions are mentioned in Appendix IIB of this Examination Notice
5. Last Date For Receipt Of Applications:
The online Applications can be filled up to 24th March, 2021 till 6:00 PM. The eligible candidates shall be issued an e-Admit Card three weeks before the commencement of the examination. The e-Admit Card will be made available in the UPSC website [ https://upsconline.nic.in ] for downloading by candidates. No Admit Card will be sent by post.

2. उम्मीदवार के पास एक फोटो आईडी कार्ड का विवरण होना चाहिए। आधार कार्ड / वोटर कार्ड / पैन कार्ड / पासपोर्ट / ड्राइविंग लाइसेंस / राज्य / केंद्र सरकार द्वारा जारी कोई अन्य फोटो पहचान पत्र। इस फोटो आईडी कार्ड का विवरण उम्मीदवार को ऑनलाइन आवेदन पत्र भरते समय प्रदान करना होगा।

Other Information/Instructions:
a) All candidates whether in Government service or in Government owned industrial or other similar organizations or in private employment should submit their applications online directly to the Commission. Persons already in Regular Government service, whether in permanent or temporary capacity other than casual/adhoc/daily wages/hourly paid/contract basis are however required to submit a declaration that they have informed in writing to their Head of Office/Department that they have applied for the selection.
b) The date for determining the eligibility of all candidates in every respect shall be the closing date for submitting the Online Recruitment Application on the website http://www.upsconline.nic.in.
c) In respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement, then the candidate is required to produce order/letter in this regard, indicating the Authority (with number and date) under which it has been so treated otherwise the Online Recruitment Application is liable to be rejected.
d) Candidates must, if required, attend a personal interview at such place, as may be fixed by the Commission. The Commission do not defray the traveling or other expenses of candidates summoned for interview. They, however, contribute towards those expenses at a rate corresponding to the amount of the Second Class Mail railway fare by the shortest route to the place of interview from the Railway Station nearest to the normal place of residence of the candidate or from which he actually performs the journey, whichever, is nearer to the place of interview, and back to the same station or the amount of Railway fare actually incurred by the candidate whichever is less. Details of this will be furnished when they are called for interview.
e) Commission’s contribution towards the traveling expenses in respect of those candidates who are interviewed at Delhi will be paid on the spot on the date of interview itself provided they fulfill all the conditions. In respect of those candidates who have been called to be present at interviews at places other than Delhi, the same will be sent by Money Order later on. Candidates who do not wish to collect contribution towards TA in cash at Commission’s counter can also get the same transferred in their respective account. Such candidates will have to submit a cancelled cheque along with their TA claims to facilitate the transaction’.
f) The Summoning of candidates for interview convey no assurance whatsoever that they will be selected. Appointment orders to selected candidates will be issued by the Government.
g) Candidates must be in sound bodily health. They must, if selected be prepared to undergo such medical examination and satisfy such medical authority as Government may require.
h) Candidates will be informed of the final result in due course through UPSC website/ Employment News and any interim enquiries about the result are therefore, unnecessary and will not be attended to. The Commission do not enter into correspondence with the candidates about reasons for their non selection for interview/appointment.
i) The Commission may grant higher initial pay to candidates adjudged meritorious in the interview.
j) Canvassing in any form will disqualify a candidate.

Selection Procedure :
a) Date for the Interview on Which the Shortlisted Candidate Is Required to Bring the Printout of His/her Online Application Alongwith Other Documents at Upsc Shall Be Intimated Separately.
b) Candidates shortlisted for interview on the basis of the information provided in the online applications submitted by them will be required to send self attested copies of documents/relevant certificates in support of the claims made in the application as and when demanded by the Commission.
c) Candidates Will Be Short-listed for Interview Only on the Basis of the Information Provided by Them in Their Online Applications Documents Submitted in Support of the Claim Made in the Online Application Will Be Examined Only if the Candidate Is Prima Facie Eligible to Be Shortlisted On the Basis of Information Regarding Qualifications and Experience Claimed in the Online Application, Various Reports as Per the Advertisement and Modalities and Criteria Adopted for Shortlisting.
How to Apply :
i) Candidates must apply online through the website http://www.upsconline.nic.in. Applications received through any other mode would not be accepted and summarily rejected.
ii) Candidates must upload the documents/certificates in support of all the claims made by them in the application like, Date of Birth, Experience (preferably in prescribed format), Desirable Qualification(s) etc. or any other information, separately against each claim in pdf file in such a way that the file size does not exceed 1 MB for the respective aforesaid modules and 2 MB for the “UPLOAD OTHER DOCUMENT” module and is legible when a printout taken. For that purpose, the applicant may scan the documents/certificates in 200 dpi grey scale. Documents like Pay Slip, Resume, Appointment Letter, Relieving Letter, Un-signed Experience Certificate etc. must not be uploaded in the Document Upload Module:-
a) Matriculation/10th Standard or equivalent certificate indicating date of birth, or mark sheet of Matriculation/10th Standard or equivalent issued by Central/State Board indicating Date of Birth in support of claim of age. Where date of birth is not available in certificate/mark sheets, issued by concerned Educational Boards, School leaving certificate indicating Date of Birth (in case of Tamil Nadu& Kerala).
b) Degree/Diploma certificate as proof of educational qualification claimed. In the absence of Degree/Diploma certificate, provisional certificate along with mark sheets pertaining to all the academic years.
c) Order/ letter in respect of equivalent Educational Qualifications claimed, indicating the Authority (with number and date) under which it has been so treated, in respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement.
d) Certificate(s) in the prescribed proforma from the Head(s) of Organization(s)/Department(s) for the entire experience claimed, clearly mentioning the duration of employment (date, month & year) indicating the basic pay and consolidated pay. The certificate(s) should also mention the nature of duties performed/experience obtained in the post(s) with duration(s). Experience Certificate should be issued in prescribed format relevant to the post. Experience certificate not in prescribed proforma but containing all the details as mentioned above would be considered on merits by the Commission.
e) Caste certificate by candidate seeking reservation as SC/ ST/ OBC, in the prescribed proforma from the competent authority indicating clearly the candidate’s Caste, the Act/ Order under which the Caste is recognized as SC/ ST/ OBC and the village/ town the candidate is ordinarily a resident of.
f) A declaration in the prescribed format by candidate seeking reservation as OBC, that he/she does not belong to the creamy layer on the crucial date, in addition to the community certificate (OBC). Unless specified otherwise, the prescribed closing date for receipt of Online Recruitment Application for the post is to be treated as crucial date.
g) Persons with Benchmark Disabilities (PwBD) certificate in prescribed proforma issued by the competent authority by Persons with Benchmark Disabilities (PwBD) eligible for appointment to the post on the basis of prescribed standards of Medical Fitness. The Competent Authority to issue Persons with Benchmark Disabilities (PwBD) certificate shall be a Medical Board duly constituted by the Central or a State Government.
