श्रम मंत्री ने 4 राज्यों में आयुष्मान भारत PM-JAY के साथ ESI योजना के अभिसरण का शुभारंभ किया।

10 मार्च 2021 को, श्रम और रोजगार राज्य मंत्री (स्वतंत्र प्रभार) संतोष गंगवार ने 4 राज्यों – छत्तीसगढ़, कर्नाटक, मध्य प्रदेश और महाराष्ट्र के 113 जिलों में आयुष्मान भारत PM-JAY(प्रधान मंत्री-जन आरोग्य योजना) के साथ ESI (कर्मचारी राज्य बीमा) योजना के अभिसरण का शुभारंभ किया।

▪️ उद्देश्य : चिकित्सा देखभाल तक आसान पहुंच सुनिश्चित करना।

1. अभिसरण 4 राज्यों में 1.35 करोड़ ESI लाभार्थियों को एक रेफरल की आवश्यकता के बिना आयुष्मान भारत PM-JAY के अनुभवहीन अस्पतालों के माध्यम से कैशलेस चिकित्सा सेवाओं का उपयोग करने में सक्षम करेगा।

2. इसी तर्ज पर, PM-JAY के लाभार्थी बिहार, गुजरात, कर्नाटक, महाराष्ट्र, राजस्थान और उत्तर प्रदेश के 15 अविकसित ESIC अस्पताल / मेडिकल कॉलेजों में भी कैशलेस उपचार का लाभ उठा सकते हैं।

3. नई दिल्ली में कर्मचारी राज्य बीमा निगम (ESIC) विशेष सेवा पखवाड़े के अंतिम दिन अभिसरण का शुभारंभ किया गया।

▪️ कर्मचारी राज्य बीमा (ESI) योजना :

1. ESI भारतीय श्रमिकों के लिए एक स्व-वित्तपोषण सामाजिक सुरक्षा और स्वास्थ्य बीमा योजना है।

2. इसका प्रबंधन कर्मचारी राज्य बीमा निगम (ESIC) द्वारा किया जाता है, जो भारत सरकार के श्रम और रोजगार मंत्रालय के तहत एक वैधानिक और स्वायत्त निकाय है।

3. ESI फंड का प्रबंधन ESI अधिनियम, 1948 में निर्धारित नियमों और विनियमों के अनुसार किया जाता है।

4. यह नियोक्ता (मजदूरी का 4.75%) और कर्मचारियों (1.75% मजदूरी) से योगदान द्वारा वित्तपोषित है।

▪️ आयुष्मान भारत PM-JAY :

1. स्वास्थ्य और परिवार कल्याण मंत्रालय द्वारा 2018 में भारत सरकार की राष्ट्रीय स्वास्थ्य नीति के एक भाग के रूप में लॉन्च किया गया।

2. कार्यान्वयन एजेंसी – राष्ट्रीय स्वास्थ्य प्राधिकरण

3. अनुदान – केंद्र सरकार और राज्य सरकार दोनों द्वारा केंद्र प्रायोजित और संयुक्त रूप से वित्त पोषित।

4. लक्ष्य – भारत में 50 करोड़ लोगों के लिए स्वास्थ्य सेवा तक मुफ्त पहुंच प्रदान करना।

5. केंद्रीय बजट 2021-22 में बजट आवंटन – INR 6,400 करोड़।

25 फरवरी 2021 को, अमेज़न वेब सेवाएँ(AWS) ने “अनलॉकिंग APAC डिजिटल पोटेंशियल: चेंजिंग डिजिटल स्किल नीड्स एंड पॉलिसी अप्रोच” शीर्षक से एक सर्वेक्षण रिपोर्ट जारी की। रिपोर्ट में कहा गया है कि भारत के वर्तमान कार्यबल में डिजिटली कुशल कर्मचारियों का केवल 12% शामिल है और भारत के डिजिटली कुशल कर्मचारियों की संख्या 2025 तक बढ़कर 9 गुना हो गई है।

1. रिपोर्ट को अल्फाबेटा, एक रणनीति और आर्थिक परामर्श फर्म और AWS द्वारा कमीशन द्वारा तैयार किया गया था।

2. रिपोर्ट में 4 प्रकार के श्रमिकों की पहचान की गई है जिन्हें विश्व स्तर पर 2025 तक नए डिजिटल कौशल हासिल करने की आवश्यकता है: वर्तमान में डिजिटल रूप से कुशल श्रमिक, वर्तमान में गैर-डिजिटली श्रमिक, भविष्य के कार्यबल (आज के छात्र), और ऐसे व्यक्ति जो बेरोजगार हैं या अनैच्छिक रूप से कार्यबल से बाहर रखे गए हैं।

📋 रिपोर्ट के बारे में :

1. अनुसंधान ने 6 APAC (एशिया प्रशांत) देशों में लगभग 3196 श्रमिकों का सर्वेक्षण किया, जिसमें सिंगापुर, ऑस्ट्रेलिया, भारत, इंडोनेशिया, जापान और दक्षिण कोरिया शामिल हैं। भारत में 500 से अधिक डिजिटल श्रमिकों का सर्वेक्षण भारत में किया गया।

2. रिपोर्ट के 3 भाग हैं,

- श्रमिकों द्वारा अपनी नौकरी में लागू डिजिटल कौशल का विश्लेषण करें।

- अगले पांच वर्षों में कार्यबल द्वारा आवश्यक डिजिटल कौशल को प्रोजेक्ट करता है।

- नीति निर्माताओं के लिए कार्यबल कौशल विकास सिफारिशें प्रदान करता है।

3. डिजिटल रूप से कुशल कर्मचारियों की अनुमानित मांग को पूरा करने के लिए, छह APAC देशों को अनुमानित 5.7 बिलियन डिजिटल कौशल सत्रों की आवश्यकता होगी। रिपोर्ट के अनुसार अगले पांच वर्षों में भारत को कुल 3.9 बिलियन डिजिटल कौशल सत्रों की आवश्यकता होगी।

📊 सर्वेक्षण का सार :

1. 6 देशों के लगभग 150 मिलियन कर्मचारी अपनी नौकरी में डिजिटल कौशल लागू करते हैं और जिन लोगों को उन कौशल की आवश्यकता होती है, वे 2025 तक बढ़कर 800 मिलियन से अधिक हो जाएंगे।

2. सर्वेक्षण से पता चला है कि लगभग 64% ऑस्ट्रेलियाई श्रमिक अपनी नौकरी में डिजिटल कौशल को लागू करते हैं, इस क्षेत्र में देश को पहले स्थान पर रखते हैं, उसके बाद सिंगापुर 63% है।

3. डिजिटल कौशल को लागू करने वाले एशिया प्रशांत कार्यबल को 2025 तक पांच गुना बढ़ाना होगा।

भारत के लिए :

1. भारत में लगभग 70% श्रमिकों ने अपनी नौकरी के लिए उन्नत डिजिटल कौशल लागू किया है।

2. भारत में शीर्ष 5-डिमांड डिजिटल कौशल हैं

The Labor Minister launched the convergence of the ESI scheme with the Ayushman Bharat PM-JAY in 4 states.

On 10 March 2021, Santosh Gangwar, Minister of State (Independent Charge) for Labor and Employment, along with Ayushman Bharat PM-JAY (Pradhan Mantri-Jan Arogya Yojana) in 113 districts of 4 states - Chhattisgarh, Karnataka, Madhya Pradesh and Maharashtra State Insurance) launched the convergence of the scheme.

▪️ Objective: To ensure easy access to medical care.

1. The convergence will enable 1.35 crore ESI beneficiaries across 4 states to access cashless medical services through the inexperienced hospitals of Ayushman Bharat PM-JAY without the need for a referral.

2. Along the same lines, beneficiaries of PM-JAY can also avail cashless treatment in 15 underdeveloped ESIC Hospitals / Medical Colleges in Bihar, Gujarat, Karnataka, Maharashtra, Rajasthan and Uttar Pradesh.

3. Convergence was launched on the last day of the Employees' State Insurance Corporation (ESIC) Special Services Fortnight in New Delhi.

▪️ Employee State Insurance (ESI) Scheme:

1. ESI is a self-financing social security and health insurance scheme for Indian workers.

2. It is managed by the Employees' State Insurance Corporation (ESIC), a statutory and autonomous body under the Ministry of Labor and Employment, Government of India.

3. The ESI Fund is managed in accordance with the rules and regulations laid down in the ESI Act, 1948.

4. It is financed by contributions from employers (4.75% of wages) and employees (1.75% of wages).

1. Launched in 2018 by the Ministry of Health and Family Welfare as a part of the National Health Policy of the Government of India.

✅ India's digitally skilled workforce needs to grow 9-fold by 2025: AWS survey

On 25 February 2021, Amazon Web Services (AWS) released a survey report titled "Unlocking APAC Digital Potential: Changing Digital Skill Needs and Policy Approaches". The report said that India's current workforce comprises only 12% of the digitally skilled workforce and India's digitally skilled workforce has grown 9-fold by 2025.

1. The report was prepared by Alphabeta, a strategy and economic consulting firm, and commissioned by AWS.

2. The report identifies 4 types of workers who need to acquire new digital skills globally by 2025: currently digitally skilled workers, currently non-digitized workers, future workforce (today's students ), And individuals who are unemployed or involuntarily excluded from the workforce.

About the report:

1. The research surveyed approximately 3196 workers in 6 APAC (Asia Pacific) countries, including Singapore, Australia, India, Indonesia, Japan, and South Korea. Over 500 digital workers were surveyed in India.

2. There are 3 parts to the report,

- Analyze the digital skills applied by workers in their jobs.

- Projects the digital skills required by the workforce over the next five years.

- Provides workforce skills development recommendations for policy makers.

3. To meet the projected demand for digitally skilled employees, six APAC countries will require an estimated 5.7 billion digital skills sessions. According to the report, India will need a total of 3.9 billion digital skills sessions over the next five years.

Summary of the survey:

1. Approximately 150 million employees from 6 countries apply digital skills to their jobs and those who require those skills will grow to more than 800 million by 2025.

2. The survey showed that around 64% of Australian workers apply digital skills to their jobs, placing the country first in the region, followed by Singapore at 63%.

3. The Asia Pacific workforce implementing digital skills will have to grow five-fold by 2025.
